Power Outages at Reserve Units of Municipal Unitary Enterprise of Samara Samaravodokanal Planned for January 19, 2010

Due to improper fulfillment of the terms and conditions of the electric power supply contract concerning payment for electric power supplied to the Samara Samaravodokanal municipal unitary enterprise and with the emergence of debt for electric power consumed, OJSC Samaraenergo has proposed to Samara Samaravodokanal municipal unitary enterprise that it independently limit its consumption of electric power by reserve objects as of 28.12.2009. OJSC Samaraenergo’s demands to self-limit were not fulfilled. In view of the above, on 30.12.2009 OJSC Samaraenergo planned a compulsory limitation of supply of electric power to the reserve objects of Samara Samaravodokanal municipal unitary enterprise. The date of limitation was rescheduled for 11.01.2010 on the request of the Samara Region Government. Personnel of the Samara Samaravodokanal municipal unitary enterprise did not allow representatives of the Volga Inter-Regional High-Voltage Grid Company and Samaraenergo access to its facilities to implement a power cutoff.
On 13.01.2010 OJSC Samaraenergo warned Samara Samaravodokanal municipal unitary enterprise that in light of its refusal to give access to representatives of the grid and power supply companies to facilities in order to implement a power cutoff, back-up power sources will be cut off from the substations of Volga Inter-Regional High-Voltage Grid Company on 19.01.2010. The cutoff will take place if the debt for electric power consumed is not paid. As of 11.01.2010 debt is more than 124 million rubles.
In this decision OJSC Samaraenergo was guided by the Rules for Retail Electrical Energy Markets № 530 dated 31.08.2006 (section 13, paragraph 161), and by the terms and conditions of contract № 0901e dated 15.11.2007.
